Notice of Public Meetings Concerning Zoning By-law Amendments June 27, 2024
Take Notice that the Township of Minden Hills has received four (4) complete applications to amend the Township’s Zoning By-law. The Township of Minden Hills will be holding a Public Meeting, as required under the Planning Act, and as follows:
The purpose of the Public Meeting will be to consider Zoning By-law Amendment Applications PLZBA2024018, PLZBA2024019, PLZBA2024020 and PLZBA2024032, pursuant to Section 34 of the Planning Act as shown below:
- PLZBA2024018 (Daniel): The subject property located in Part of Lot 3 & 4, Concession 5, Geographic Township of Minden, being a lot at Bonis Lane and 2409 Scotch Line, and having roll number 4616-031-000-02700 (see Key Map) is currently zoned ‘Rural Exception Fourteen (RU-14)’ and is located primarily within the Rural and Waterfront designation of the Township’s Official Plan. The zoning by-law amendment is submitted to fulfill a condition of consent application H-011-23, which would sever a portion of the subject property for the purpose of lot addition. The proposed amendment would serve to rezone the lands intended for lot addition to a site-specific ‘Open Space Exception (OS-E)’ Zone to permit a frontage of 0 metres, maintain the natural state of vegetation, prohibit all residential uses, and be subject to all other provisions of the ‘Open Space (OS)’ Zone.
- PLZBA2024019 (Colpitts): The subject property located in Part of Lot 7, Concession 12, Geographic Township of Lutterworth, and municipally known as 1011 KC Dam Road (see Key Map) is currently zoned ‘Rural Residential (RR)’ and is located within the Rural designation of the Township’s Official Plan. The zoning by-law amendment is submitted to fulfill a condition of consent application H-025-22, which would serve to sever a portion of the subject property for the purpose of lot addition to 1005 KC Dam Road. The proposed amendment would serve to rezone the severed lands from ‘Rural Residential (RR)’ to the ‘Rural (RU)’ Zone. A related Zoning By-law Amendment file, PLZBA2024020 (Everson) for consent application H-024-22, is submitted concurrently for the adjacent property located at 1005 KC Dam Road.
- PLZBA2024020 (Everson): The subject property located in Part of Lot 7, Concession 12, Geographic Township of Lutterworth, and municipally known as 1005 KC Dam Road (see Key Map) is currently zoned ‘Rural (RU)’ and ‘Hazard Land (HZ)’ and is located within the Rural designation of the Township’s Official Plan. The zoning by-law amendment is submitted to fulfill a condition of consent application H-024-22, which would serve to sever a portion of the subject property for the purpose of lot addition to 1011 KC Dam Road. The proposed amendment would serve to rezone the severed lands from ‘Rural (RU)’ to the ‘Rural Residential (RR)’ Zone. A related Zoning By-law Amendment file, PLZBA2024019 (Colpitts) for consent application H-025-22, is submitted concurrently for the adjacent property located at 1011 KC Dam Road.
- PLZBA2024032 (Jackson/Turney): The subject property located in Part Lot 11, Concession 3, Geographic Township of Anson, municipally known as 1419 Claude Brown Road (see Key Map) is currently zoned ‘Shoreline Residential (SR)’ and is located within the Waterfront designation of the Township’s Official Plan. The proposed amendment would serve to rezone the island property from ‘Shoreline Residential (SR)’ Zone to a site-specific ‘Shoreline Residential Exception (SR-E)’ Zone to permit the reconstruction of an existing non-complying dwelling located within 23 metres of the highwater mark of Bob Lake together with permitting a parking space in the front yard as provided by an expanded waterfront landing.
The Public Meeting is an opportunity for Council to hear and consider comments related to the proposed amendment. Any member of the public may speak in favour, or opposition to, the proposed amendment(s) during the Public Meeting.
Written Submissions either in support of or opposition to the application must be received prior to the Public Meeting and can be submitted to Amanda Dougherty, Manager of Planning.

To Participate in Person: Members of the public wishing to participate and make comment/speak at the Public Meeting must: pre-register by emailing Clerk's Department by Wednesday June 26, 2024 before 4:00 PM or by registering the morning of the meeting before 8:30 AM in the Council Chambers.
To Participate via Zoom on the Web or by Telephone please email Clerk's Department by Wednesday, June 26,2024 before 4:00 PM to obtain login information.
If attending virtually, please log-on 30 minutes before the meeting. Once registered, participants will automatically be placed into a holding room and brought into the meeting as permitted by the Chair.
Please note we encourage those wishing to view the meeting to also download the agenda, as it will not be displayed during the streaming process. Meeting agendas can be downloaded by visiting the Township website at: https://www.mindenhills.ca/council/

If you wish to be notified of the decision of the Township of Minden Hills in respect to the proposed zoning by-law amendment, you must submit a written request to the undersigned.
Any person may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law Amendment.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Corporation of the Township of Minden Hills before the by-law is passed, the person or public body is not entitled to appeal the decision of the Corporation of the Township of Minden Hills to the Ontario Land Tribunal.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Council of the Corporation of the Township of Minden Hills before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
